BSNL Broadband Speed in Hyderabad

Recently AP BSNL doubled broadband speed in Hyderabad. Speed consistency is checked for one month duration using speedtest.net, images below show the same.
Plan: BSNL Home Combo Unlimited Differential(ULD) 625
Plan Speed: 2Mbps up-to 10GB, beyond 512kbps
Speed Before Fair Usage Limit:

Speed is almost constant during the test period. But download speed is ~1.7Mbps instead of promised 2Mbps.
